I am brewing 11 gallons - Do I need to buy 1 or 2 packages? I plan on making a starter but only have 1000ml beakers.

Have you got any 1 gallon jugs? A prop pack will need a fair bit of buildup to do 11 gallons.
So what would MODOK do if his memory got too full?
He'd find a powersource and then he'd pick what plugs to pull.
OG will be 1.051 - Yes I have a stir plate.
So I could forgo the starters and just by the activators?
