And I need to figure out where the best place in the back yard is to plant them.
This view is North East:

Run some twine up to that power line ;)
Yeah, just pick somewhere that gets the best sun, and will be minimally intrusive.

1st year, about 12-15 feet more than likely.

Along that fence in the back looks good to me. Your house faces south? If you can put up something for them to grow up between the swing set and the fence, you should be good.
'Bout 15 foot like DS said, but if you build something make it at least big enough to handle them when they are 20 foot. Next year they will get bigger.

at least 21 feet how close is the power line nylon string shouldn,t react with the overhead line

I think that line is about 20-25 feet I could be wrong though.
I was thinking of attaching 2 12 foot green treated 2x4's to my fence back there and seeing running Hemp rope down from there. However I am afraid that I'll run over the shit when I cut the grass.

At a high enough voltage Nylon rope will conduct electricity. Just a word of caution.
Make a little fence or something around the base where you have the rhizomes planted and the stake in the ground. That way you are forced to mow around it. If memory serves correctly you want different varieties of rhizomes to be 24 inches apart. Depending on how many you had, you can start in the corner of the fence and plant them every two feet. You could make a little garden out of it, it would please the wife too, if she is into that whole having a garden thing.
